OPENING STATEMENT:

USEC. VALTE: Magandang tanghali po at sana kayo ay nakapagtanghalian na. Bago po tayo sumagot ng inyong mga tanong, we have a few updates:

We have from the NDRRMC an update. As you know, we are still in the post-typhoon operations, and as of 5 a.m. this morning, a total of 76 fishermen have been rescued in the affected areas mainly Pangasinan, Catanduanes, and Camarines Norte.

Thankfully, the casualties have not gone up. We still have eight casualties — seven are injured, and four are still missing. The affected population remains the same. There are a number… Bumaba na po iyong number nung mga strandees po natin nasa 25 passengers nalang po sila.

Iyong mga damaged houses, I think, remain the same; and a total of P12,191,826.99 worth of relief goods were provided to affected families and strandees.

We have the following areas that have been declared under the state of calamity: Dinalungan in Aurora; Casiguran, likewise, in Aurora; Dilasag, Aurora; Quirino; Candelaria in Zambales; Santa Cruz in Zambales; and likewise, Masinloc in Zambales.

So far, those are the updates that we have: missing down to four, hopefully, they will be found soon along with the rescue of the 76 fishermen in total.

ON DEPCOM LIM’S, TAÑADA’S RESIGNATIONS/CUSTOMS ISSUES 

Q: Hi, sir. Can we get your comment regarding information from Deputy Commissioner Danny Lim na a Cabinet official told him that his resignation was rejected by the President? 

SEC. LACIERDA: There is no action, official action, yet that has been relayed to us from the Office of the Executive Secretary, Kimberly. So I am not in a position to comment either way. We will wait for the official announcement. As of now, there has been no word yet.

OPENING STATEMENT

USEC. VALTE: Hi, Marie. Good afternoon, ladies and gentlemen. If you recall, to this very day last year, the President delivered the third SONA. It was July 23, so that’s today, as tweeted by the Official Gazette Twitter account. 

Before I take your questions, I am going to give you again a rough—sorry—the broadstrokes of the budget. As the President mentioned yesterday, the budget will be submitted to the leaders of Congress, and I’m told by our fellows in the DBM that Secretary Butch Abad will be in the House at 3:00 p.m., so that is the schedule.

Prior to that, we will—we are waiting for clearance to release the budget message to all of you, that will be shared later in the afternoon, as soon as we have the final version. So, as you know, as the President mentioned yesterday, the 2014 National Expenditure Program that will be proposed by the Executive is in the total of 2.268-trillion pesos.

Broken down, Top Six budgets would be: the Department of Education, coming in at P336.9-billion; the DPWH ranks second at P213.5-billion; the DILG comes third at P135.4-billion; the DND at fourth, coming in at P123.1-billion; DOH registers at fifth place at P87.1-billion; and at sixth place would be the Department of Agriculture at P80.7-billion.
